How do I get information on the safe placement of any type of obstruction or excavation in or on a City right-of-way (ROW), and do I need a permit? 

NOTE:  It is the City of Franklin's policy to prohibit any and all types of attachments, including, but not limited to, utilities, small wireless facilities, cables, wires, or otherwise, to the City's mast arm poles.

You do need a permit for any obstruction in or on any City ROW.  Right-of-ways are; streets, sidewalks, grass strips, etc.   The only exception are privately owned streets.  Please call the Street Department at 615-791-3254 for further assistance.   

We strongly encourage you make an appointment to begin your paperwork rather than walk-in.  Our office is located at 124 Lumber Drive, off Columbia Avenue. We will be happy to assist you with the process.  The last appointment accepted for the day will be 3:00 p.m.   Walk-ins after 3:00 p.m. will be asked to make an appointment for the next business day. 

I am a Contractor and I need a ROW or Street Cut Permit.  Where do I go?

If you are a contractor or subcontractor doing business within the City of Franklin limit, you must obtain a ROW permit for any work done within our ROW.
