The City of Franklin Sanitation and Environmental Services Department provides solid waste collection, recycling, brush collection, bulk item collection, dumpster service, and disposal operations for residential and commercial customers within Franklin city limits. Our goal is to keep Franklin clean, safe, and sustainable through reliable service, recycling education, and proper waste disposal practices.
What We Do
Waste Management and Collection
Our department oversees the collection of household solid waste, bulk items, brush, and dumpsters from residential and commercial customers within Franklin city limits. To help ensure timely collection, please have containers placed out by 7:00 AM on your scheduled pickup day.
Recycling Program
The Blue Bin Recycling Program serves residential customers within Franklin. The program began in January 2020 and helps promote sustainability by accepting recyclable materials such as:
- Paper
- Cardboard
- Aluminum
- Plastics
Items not accepted include glass, Styrofoam, plastic bags, and non-recyclable household waste.
Disposal Operations
The Disposal division transports waste to approved landfills. Waste is brought to the facility by City refuse trucks and private haulers to ensure proper disposal in compliance with regulations and environmental standards.
Collection Guidelines
City-Provided Containers
Only City-provided containers will be serviced. Privately-owned trash cans will not be emptied. Household refuse should be securely bagged and placed inside the designated 96-gallon rollout container. Refuse placed outside the container will not be collected unless each bag has a Buck-A-Bag sticker.
Buck-A-Bag Program
For excess household garbage, residents may place a Buck-A-Bag sticker on each extra bag placed outside the trash container.
Blue Bin Recycling
Place clean recyclables inside the blue recycling bin and set it out on your scheduled collection day.
Brush Collection
Brush and limbs cut by homeowners should be no longer than six feet. Tree trunks or limbs over six inches in diameter should be cut into pieces no longer than two feet.
Yard Waste
Leaves and grass clippings should be placed in biodegradable paper bags and positioned at least five feet away from the rollout container.

Excess waste collected at residences may incur a fee based on volume and at the discretion of the Sanitation and Environmental Services Department Director or their designee.
The department provides residential services as defined in the City of Franklin Municipal Code, Title 17: Refuse & Trash Disposal.
