Central Franklin Parking Study

The City is in the process of hiring a firm to conduct a Central Franklin Parking Study.  The consultant team will lead a robust public outreach effort to gain feedback and insights from key stakeholders, citizens, and visitors to the community.  Please come back and visit us again for updates.

The parking study and recommendations should serve as a roadmap for the next ten years.  The objectives include the following:

  • Conduct a thorough and comprehensive public outreach and engagement process and address concerns and suggestions brought to the City’s attention.
  • Analyze existing conditions and forecast future parking needs
  • Assess the City’s parking requirements and make comprehensive recommendations based on our local needs and dynamics, such as adaptive reuse of buildings, redevelopment, alternative parking standards, commercial corridors, and overflow parking into residential areas
  • Understand impacts to nearby Downtown residents as visitors seek free parking options
  • Analyze the economic impacts of the increasing amount of paid parking
  • Determine acceptable balance of paid vs unpaid parking
  • Analyze if or when the City should move to paid parking
  • Evaluate process and standards for paid parking requests
  • Assess large-scale special events in terms of circulation, parking locations, and park and ride logistics and provide recommendations to address concerns and inefficiencies  
  • Provide short, mid-, and long-term infrastructure recommendations to support continued economic development, pedestrian safety, and the needs of local residents along West Main Street and Columbia Avenue.
