The Development Services team guides development in the City of Franklin to create a safe, healthy, high quality community that persists as a location of choice for residents, businesses, and guests.  We will do this through adherence to adopted codes, ordinances, guidelines and standards. We strive to provide fair and consistent service to all customers through the following guidelines:

• Interdisciplinary approach – efforts of multiple departments are coordinated to be “one voice” on behalf of the City
• Communication to customers will be clear and predictable
• Plan reviews and permit applications will be handled as quickly as possible and on a “first in, first out” basis

This Service Commitment outlines standard response and turnaround times for Building and Neighborhood Services requests. All turnaround times are listed in working days unless otherwise stated. Subordinate permits may be issued after plan review is completed and building permit is issued. If no plan review is necessary, contact our office for permit.

Plans Review Turnaround Times

Non-Residential Plans Review

• Initial Plan Review: 20 working days

• Business or Mercantile (less than 5,000 square feet): 10 working days

• Resubmittals: 10 working days

Residential Plans Review

• Initial Submittals and Resubmittals: 7 working days

• Critical Lot Initial Submittals and Resubmittals: 10 working days

• Other Residential Projects: 7 working days

Other Plans Review Services

• On-Demand Plan Review:
  The response deadline will be provided at the start of the review process.

• Evaluation for Alternative Methods of Code Compliance: 7 working days

Inspection Requests Turnaround Times

• Construction Inspection:
  Next working day if the inspection is requested before 2:00 p.m.

• Zoning Inspection: 5 working days

• Beer Board Inspection: Next working day

• Re-issue of an Existing Certificate of Occupancy: 7 working days

Letters and Permits Turnaround Times

• Flood Certification Letters: 10 working days

• Zoning Certification for Business License: 10 working days

• Zoning Certification Letters: 10 working days

• Sign Permit: 10 working days

Service Requests Turnaround Times

• Neighborhood Resources Service Requests: 4 working days

• Open Records Requests: 7 working days
