Welcome to the City of Franklin's One Stop Center for Development Services. Our goal here is to provide customers with one location where they can come in and receive responses to their permit applications in a few hours. One Stop takes place on Mondays 9:00AM to 11:00AM, and Wednesdays from 8:30AM to 11:30AM. Development One Stop takes place on the 1st and 3rd Wednesdays of the month. Walk-in meetings are 20 minutes to discuss open issues.
Building Permit Applications
Residential Projects (excluding flood plain and critical lots)

Non-Residential Projects
- Office renovations/tenant build-out (open office layout) up to 10,000 s.f.
- Retail/commercial renovation/tenant build-out up to 5,000 s.f. (no restaurants or assembly occupancies)
- Review of plan corrections and field revisions
Land Development Applications
Development One Stop takes place on the 1st and 3rd Wednesdays of the month
- Site plan and final plats identified by DRT review
- Walk-in meeting regarding open issues
Helpful hints to make your one stop process a success
Prepare a complete set of plans and include a written scope of work that clearly describes the project details. For non-residential projects, submit signed and sealed plans covering all applicable disciplines, including structural/architectural, plumbing, mechanical, and electrical work. For new residential construction, additions, and decks or porches, a scaled plot plan must also be provided. Be sure to include any other required supporting documents, such as a Certificate of Appropriateness (COA) for Historic Zoning compliance. Refer to the detailed checklist for plan preparation and ensure your submission meets all requirements outlined in the Plan Submittal guidelines. Plans may be submitted early through the online portal or in person on a designated walk-in day. If needed, staff can assist with uploading plans from a thumb drive or scanning hard copies, limited to five sheets with a maximum size of 11 × 17 inches.
What to expect when you get to the One Stop center
The process begins with a plan review, during which you may meet with plan review staff if needed. Once the plans are approved, the permit is finalized, fees are calculated, and contractor license status and insurance—or a homeowner affidavit—are verified. The plans are then stamped, any required contractor security deposit is established, and all applicable fees are paid. With everything complete, you’re ready to crank up the bulldozer and begin construction.
