The Building and Neighborhood Services (BNS) Department is a public safety agency that seeks to enhance the quality of life for residents while keeping our economic engine running.

We are located in our interim City Hall location at 120 9th Ave South. Our hours of operation are Monday through Friday, 7:30 a.m. to 5:00 p.m., with permit applications being accepted until 4:30 p.m. We have One Stop for building permits each Monday from 9:00 a.m. to 11:00 a.m. and each Wednesday from 8:30 a.m. to 11:30 a.m. Our Development One Stop is available on the first and third Wednesday of each month from 8:30 a.m. to 11:30 a.m.

The City of Franklin's Building and Neighborhood Services Department ensures that the public's safety, health and general welfare are secure by enforcing regulations  governing new construction, existing housing, and historic districts. Responsibilities of this department include: plan review, building permit issuance and inspection, building condemnations, removal of disabled vehicles, high grass, and the enforcement of other standards and regulations found in the Franklin Municipal Code and Zoning Ordinance. There are four divisions within this department: 1) Construction Plan Review and Inspections, 2) Development Services, 3) Zoning, and 3) Neighborhood Resources.  The department also includes the Housing Development Coordinator who administers the Community Development Block Grant (CDBG) program.
