Building and Neighborhood Services Department
The Building and Neighborhood Services (BNS) Department is a public safety agency that seeks to enhance the quality of life for residents while keeping our economic engine running.
We are located at in City Hall at 109 3rd Ave South Suite 110. Our hours of operation are Monday through Friday, 7:30 a.m. to 5:00 p.m, with permit applications being accepted until 4:30 p.m. We have One Stop for building permits each Monday from 9:00am to 11:00am and each Wednesday from 8:30am to 11:30am. Our Development One Stop is available on the first and third Wednesday of each month from 8:30am to 11:30am.
Building Codes and Permits

BNS employs a team of inspectors whose primary job is to be sure that any permitted work being done in Franklin complies with applicable building or electrical codes. This is done to keep our citizens safe. Learn more about inspections.

The zoning section is comprised of Zoning plan review and enforcement staff who review building projects and proposed signs for compliance with the City of Franklin Zoning ordinance. Residents who do not agree with a decision made by the Zoning Division can appeal to the Board of Zoning Appeals.

Short Term Vacation Rentals
Building and Neighborhood Services Department is responsible for permitting Short Term Vacation Rentals(STVRs) and ensuring property owners comply with the rules and regulations set forth by the City of Franklin. If you have a concern about an STVR in your neighborhood, please contact Ron Yeary at 615-794-7012 x 6640 or submit your concerns or ideas online. The BNS Department is required by Tennessee state law § 13-7-604(C) to inform you that any false complaints made against a short-term rental unit provider are punishable as perjury under TCA § 39-16-702.
