Transient Vendor Permit
- Fee: $57 for 14 consecutive days (renewable)
- Out-of-state businesses operating temporarily in the State of Tennessee must obtain a transient vendor permit from the local jurisdiction, including the City of Franklin, for these temporary operations.

- Additional Requirement:
Transient vendors holding an out of state business license must also obtain and pay for a Peddler Solicitor/Itinerant Merchant Permit when operating in the City of Franklin.
Peddler-Solicitor / Itinerant Merchant Permit
- Fee: $50
- This permit is required for anyone operating:
- From a temporary location in Franklin (itinerant merchant), or
- Making door to door sales or solicitations within the city (peddler/solicitor)
- Permits are required under Title 9 of the Franklin Municipal Code and apply to peddlers, solicitors, itinerant merchants, and charitable solicitors. The State of Tennessee also regulates professional solicitors.

Payment Options
Only cash, money orders, or checks are accepted. Payments may be made in person at the Billing & Licensing Office (204 9th Ave South, Franklin, TN 37064) or mailed to:
- USPS: Billing & Licensing Department, 109 Third Avenue South, Franklin, TN 37064
- UPS/FedEx: Billing & Licensing Department, 204 9th Ave South, Franklin, TN 37064

- Individuals with a Tennessee business license from another jurisdiction should present it when applying.
- A separate peddler-solicitor permit is required for each individual solicitor.
- A separate itinerant merchant permit is required for each merchant and for each location.
- A $1,000 surety bond per application is required (not required for charitable solicitors).
