Scott Williar was hired as the first Emergency Management Coordinator for the City of Franklin in 2022.  Scott was born and raised in Walkersville MD and enlisted into the United States Army when he was 18 and served on active duty for twenty years.  Throughout his service Scott was stationed in many locations including Korea, Virginia, Oregon, Louisiana, Germany, California, and New York.  Scott was also deployed to both Iraq and Afghanistan in support of Operation Iraqi Freedom and Operation Enduring Freedom.  Scott retired from the United States Army in June 2022.

Scott is married to his wife Sarah, and together the have a son and daughter.  Sarah is a License Professional Clinical Counselor and owns and operates her own counseling practice.  Scott has a bachelor’s degree in Psychology from Ashford University and a master’s degree in Organizational Management from the University of Arizona Global Campus.  When possible, Scott enjoys going fishing, hunting, and camping.  Scott and his family are honored to serve the City of Franklin.
