Franklin, TN – The City of Franklin is pleased to announce the appointment of Shanna McCoy as the City of Franklin’s next Director of Building and Neighborhood Services. Shanna will officially assume the role on August 17, succeeding Director Tom Marsh upon his retirement on September 11.

Shanna joined the City of Franklin in 2007, starting as a Permit Technician. She served in various positions, eventually moving up to her current role as Zoning and Floodplain Administrator, where she regularly advises the Planning Commission and the Board of Mayor and Aldermen. As the City of Franklin's first Certified Floodplain Manager, Shanna has led initiatives that strengthen FEMA compliance, improve development processes, and support responsible community growth.

“Shanna emerged as the top candidate through a thorough and highly competitive process,” stated Walter Denton, Assistant City Administrator for Community and Economic Development. “We sought feedback and insight from the entire BNS team, leaders from our development services departments, and other important stakeholders.  Shanna’s work with residents and development professionals to identify solutions and invest in the community was a clear reflection of the leadership qualities we were looking for. Her ability to build trust and deliver results made her the standout choice."

The Building and Neighborhood Services Department supports the safety and quality of life for residents and visitors of the City of Franklin. The department's responsibilities include plan review, building permit issuance and inspection, building condemnations, removal of disabled vehicles, high grass enforcement, and the enforcement of other standards and regulations found in the Franklin Municipal Code and Zoning Ordinance. BNS is organized into four divisions: Construction Plan Review and Inspections; Development Services; Zoning; and Neighborhood Resources.  The department also oversees the Community Development Block Grant (CDBG) program.

“Shanna's strong dedication, remarkable abilities, and deep sense of commitment will enhance her leadership in this new role,” said City Administrator Eric Stuckey.  “Alongside the BNS team, Shanna will further strengthen and develop our vibrant community for years to come. We also want to recognize Tom Marsh for his more than 25 years of outstanding service to Franklin.  His legacy is one we are proud to build upon.”
