Gary has over 38 years of government experience. Thirty years have been with the City of Franklin. Prior to his tenure with Franklin, he served as Assistant City Engineer for Columbia, Tennessee and the Traffic Safety Engineer for the City of Memphis, Tennessee. He has served 28 ½ years as the Building and Neighborhood Services Director and the remainder as the Interim Planning and Sustainability Director.
Gary is a graduate of Tennessee Tech University and holds Building and Plan Review Certification from the State of Tennessee and the International Code Council. He was the Tennessee Building Official of the year in 2005. He is also a member of the Tennessee Building Officials Association and past President of the Middle Tennessee Code Officials Association. He has graduate work from the University of Memphis and holds certification from the University of Southern California in Multidisciplinary Highway Accident Investigation.
In additional to his duties as Director of the Building and Neighborhood Services Director, he was active in the traffic engineering operations of the city for 14 years. During the growth periods in Franklin, Gary was heavily involved in the site and construction plan approvals. He has been the floodplain coordinator during his tenure with the city. His major accomplishments have been obtaining an ISO rating of three, adoption of the International Building Codes, plan review exemption from the State of Tennessee, and making Franklin the first city in the State of Tennessee to obtain electrical inspections away from state control since 1969. The safety of individuals in a building is high priority and he believes all buildings should be built to minimum or higher code standards with the best qualified inspectors watching over the construction.
Gary is active in the Cool Springs Kiwanis Club and has been the lead coordinator in the operations of the Christmas Parade held in Franklin each year. His interests are in the Vanderbilt and St. Jude’s Children’s Hospitals, American Heart Association, and the March of Dimes. He served seven years as a medic in the Tennessee National Guard. Gary is married and has four children and two grandchildren. His hobbies are golf, swimming, and travel.
