Finance & Administration includes the administration or oversight of the following departments and units under the direction of Russell Truell, the City's Assistant City Administrator-Finance / CFO:
In addition to providing effective stewardship over public funds and assets, this function of City government provides financial management leadership and legislative support to the Budget & Finance Committee, the Capital Investment Committee, and the Board of Mayor and Aldermen.

Purchasing Office
The Purchasing Office oversees the acquisition and disposal of non-construction related supplies, materials, equipment and services. Purchasing assists departments throughout the City in making the purchases necessary to accomplish their jobs and administers a purchasing card program for departments.

Municipal Court
The Municipal Court provides a fair and impartial hearing for all citizens charged with a city ordinance violation, code violation, or traffic violation within the boundaries of the City of Franklin. The City Judge hears cases in City Court on Tuesday and Thursday mornings at 7:30 AM, but fines may be paid at any time during regular business hours (8:00 AM - 5:00 PM).
