Franklin Land Use Plan and Urban Growth Boundary
The Franklin Land Use Plan and the Central Franklin Area Plan, referred to jointly as the Land Use Plan, are adopted and maintained by the Franklin Municipal Planning Commission, and contain policy statements regarding what land uses are appropriate for each of Franklin’s separate and distinct planning neighborhoods. In 2011, the Land Use Plan was updated to integrate the Central Franklin Area Plan in with the primary document of the Land Use Plan. This plan sets the vision for both the City of Franklin and its "Urban Growth Boundary" (UGB). Franklin developed a UGB, which includes the land within the City as well as specified land around the City, pursuant to state law. The City has the right to annex property within its UGB, which is generally based on natural drainage basins.

The Franklin Land Use Plan is currently being revised through a comprehensive update process together with the creation of a Comprehensive Transportation Plan. Both plans are expected to be completed in 2016. For more information on the status of the Land Use Plan update, click here.
Zoning Ordinance, Subdivision Regulations, and Historic District Design Guidelines
These documents are the implementation tools of the policy statements in the Land Use Plan. They contain rules of procedure, segregate land uses into logical and distinct zoning districts, and establish detailed design controls for how development should interact with our community (e.g. setbacks, landscaping, architecture).
Greenway and Open Space Plan
The Greenway and Open Space Plan implements recommendations from the Franklin Land Use Plan, addresses action items found in the Municipal Services Action Plan and the Sustainable Community Action Plan, and provides guidance for those working with the Zoning Ordinance and its requirements regarding parkland dedication for Franklin's parks and greenway system. This plan was developed collaboratively with City staff and officials, consultants, key stakeholders, residents, and neighboring governmental entities through multiple steering committee meetings, public input sessions, press releases, special signage, website updates, and email blasts.

To meet the needs of a growing population and to continue to make the City an attractive place to call home for residents and businesses alike, the City of Franklin Parks Department initiated the development of a Comprehensive Parks Master Plan in the Fall of 2014. This plan, once adopted, will serve as the update to the 2010 Greenway and Open Space Plan. For more information on the status of the Parks Master Plan, click here.
