Tom is a graduate of Vanderbilt University with a degree in Political Science and was commissioned an Officer in the Navy upon graduation. After 7 years on active duty, Tom worked for the State Department of Community and Economic Development as a Planner for 2 years .
He came to Franklin as a Planner in 2001 and transitioned to the then “Codes Administration Department” as Zoning and Development Coordinator in 2006. Tom recently retired from the Navy as a Commander after 24 years of combined active duty and reserve service. His last assignment was as liaison officer to the NATO and European Union Counter Piracy Task Forces with headquarters outside London.
Tom has extensive experience and knowledge of City of Franklin development and permitting processes and, as an Assistant Director in BNS, will focus on continuity of processes and integrating technology across all Development Services departments.
