The City Administrator’s mission is to carry out the policies and programs approved by the Board of Mayor and Aldermen and also provides administrative leadership to the City’s more than 700 employees. The City Administrator is appointed by the Board of Mayor and Aldermen (BOMA) and represents the City with outside governmental agencies, presents an annual general fund budget to BOMA; is responsible for the long-range planning for the City; and the development of recommendations to BOMA on a variety of public policy issues. Within the City Administrator’s office resides the Assistant City Recorder for Records, the Assistant City Administrator for Community & Economic Development, the Assistant City Administrator for Public Works, the Assistant City Administrator for Finance & Administration, the Communications Division, and the Law Department.

Eric S. Stuckey, has served as City Administrator for the City of Franklin since January 1, 2009. As the City’s top administrative official, Mr. Stuckey oversees day-to-day operations and works with the Board of Mayor and Aldermen (BOMA) to chart the strategic direction of the City. Since joining the City of Franklin, Mr. Stuckey has worked closely with BOMA to adopt wide-ranging financial policies that have helped the City obtain the highest possible bond ratings (triple-A) from both Moody’s and Standard & Poor’s. His efforts have also focused on providing multi-year planning for the organization and community, responsive local government, and cost-effective service delivery. The City of Franklin maintains the lowest city property tax rate of any city in Tennessee with a population of over 25,000.

The City of Franklin has worked hard to “live within its means” during challenging economic times. The City’s budget was reduced 15% from 2008 to 2010 without layoffs or service reductions. The City has also been able to implement service enhancements such as the implementation of a community-wide curbside residential recycling program (“Blue Bag”) and the expansion of advanced life support services from the Franklin Fire Department. The City of Franklin has also been able to enhance the reliability of its water system and has undertaken an integrated water resource planning process focusing on long-term community needs related to water, wastewater, storm water and reclaimed water. The plan, the first of its kind in the State of Tennessee, will provide the City of Franklin a “road map” for making investments to improve water resources with a focus on sustainability and consideration of regional goals and partnerships. Under Stuckey’s leadership, the City of Franklin has been recognized by the Tennessee Municipal League and the Tennessee City Management Association for Excellence in Governance in 2010 for the City’s sustainability efforts and in 2011 by the Tennessee City Management Association for the collaborative delivery of public safety services in partnership with the City of Brentwood.

Prior to coming to the City of Franklin, Stuckey served as the Assistant County Administrator for Hamilton County, Ohio (population 842,843; county seat – Cincinnati) from 2000 through December 2008. His responsibilities with Hamilton County included oversight of the development of the County’s $1.3 billion annual budget, management of County-owned professional sports facilities and riverfront parking operations, economic development, human resources, central purchasing services, grants management, risk management, small business development, and joint city/county riverfront redevelopment efforts.

Eric’s 19-year public service career has also included five years as the Assistant City Manager and Budget Director for the City of Elgin, Illinois and service in the City of Dayton, Ohio’s Office of Management and Budget. Mr. Stuckey is a cum laude graduate of Miami University (Ohio) with a Bachelor of Science degree in Business Administration. Eric also earned a Master of Public Administration degree with honors from the University of Kansas. Eric is active in his profession and community working in various service and leadership positions.

Eric and his wife, Lisa, have two school-aged children and live in Franklin.
