  • Mission: To ensure the overall fiscal health of the City of Franklin and provide high quality support services to City Departments, Agencies, employees and citizens.

 

With the passage of the FY07 Budget, the City of Franklin reorganized its administrative structure, creating three Assistant City Administrator positions to oversee multiple departments. One of those positions is Finance & Administration/CFO, which consolidates the administration of six departments: Finance, Revenue (Assistant City Recorder), Information Technology, Purchasing, Property Maintenance and City Court. In addition to providing effective stewardship over public funds and assets, this part of City government provides financial management leadership and legislative support to the Budget & Finance Advisory Committee, the Technology Advisory Committee and the General Government Advisory Committee, as well as the Board of Mayor and Aldermen.

 

Finance Department

The Finance Department oversees the security and management of the City's financial and property interests and the collection of most revenues, including property and business taxes. The Department helps the City Administrator prepare, implement and monitor the City's annual capital and operating budgets. The department also plans and executes the issuance of bonds and other financing mechanisms available to municipalities. The Finance Department is located in City Hall, Suite 111. Hours are from 8:00 AM to 5:00 PM, Monday through Friday.


Revenue Department

The Revenue Department oversees the billings and collection of most City revenues, including property tax, business tax, water/wastewater/stormwater bills, and numerous permits.


Purchasing Office

The Purchasing Office oversees the acquisition and disposal of non-construction related supplies, materials, equipment and services, assisting departments throughout the City in making the purchases necessary to accomplish their jobs. Purchasing staff also coordinates the consolidated purchasing of items common to multiple departments. While purchases under $10,000.00 are made directly by each department with Purchasing Office approval, items over $10,000.00 are advertised by the Purchasing Office and awarded upon receipt of sealed bids.


Information Technology

The Municipal Information Technology (MIT) department is charged with providing the information technology and communications infrastructure for the City of Franklin.


City Court

The Municipal Court of the City of Franklin serves to adjudicate municipal offenses and collect fines and costs.


Property Maintenance

The Maintenance Department oversees the maintenance of City Hall, 2nd Avenue Parking Garage, 4th Avenue Parking Garage, and other City properties.
